西域这一特殊的地理区域,各历史时期所显现的乐舞文化特色,都与社会意识形态的不断变化、民族间的融合以及丝绸之路的繁盛有着密切的关系,特殊的生态环境不仅孕育了独特的具有顽强生命力的乐舞文化形态,更丰富了西域民族乐舞文化的精神内涵。     

基于语言评价信息的多方案选优研究

通过LWD和LOWA算子,给出了一种算法。该算法在预先定义语言短语排序的情况下,可将专家群给出的多个指标下多个方案的语言评价信息集结为对方案的语言短语排序,从而可选出最优方案,并通过仿真算例,证明了该方法的有效性。     

一类二阶微分方程Poincaré分岔极限环的不存在性

讨论一类二阶微分方程x¨+εf(x,x.)x.+g(x)=0的Poincar分岔极限环的不存在性,利用一阶Mel’nikov函数直接从整体上进行分析讨论,得出了若干充分条件和判别准则。     

一类具有时滞的病毒动力学模型分析

研究一类具有时滞的病毒动力学模型。研究了系统解的有界性;讨论了各个非负平衡点的局部稳定性,应用比较定理得到了各非负平衡点全局渐近稳定的充分条件。     

空中多飞行器飞行轨迹优化数值仿真

针对空中多飞行器在复杂环境中飞行轨迹的多目标最优问题，分析了多飞行器飞行过程中各种可视和不可视约束条件。基于在回避威胁区前提下燃料消耗最少、飞行时间最短的综合性能指标，采用“多方法组合”思路，提出了改进动态规划法和多点边值法组合算法，并进行了仿真验证，大量C＋＋数值飞行仿真结果表明该算法能够在考虑外界复杂环境和飞行器各种约束条件下快速规划出空中多飞行器的最优飞行轨迹，该组合算法具有一定的实用性和创新性。     

The misguided and mismanaged intervention in Libya: Consequences for peace

In this paper, I critically analyse the doctrine of the Responsibility to Protect (RtoP), as it relates to the responsibility of intervening forces towards the people they claim to protect and the challenges that the situation in Libya now poses in the region and for the African Union (AU). I focus most of my attention on the coercive elements of the RtoP framework (Pillar III). This is the most contested element in the framework. Three questions guide this article: were there legitimate grounds to justify an external intervention in Libya? In the words of Hugh Roberts in Who Said Gaddafi Had to Go, ‘[w]hat if anything has Libya got in exchange for all the death and destruction that have been visited on it’ since 2011? What are the practical implications and consequences of the North Atlantic Treaty Organization (NATO) intervention, led by the United States (US), for regional peace? I discuss the problems surrounding the US–NATO intervention, followed by an analysis of the various positions and narratives leading up to the intervention, the framing and justifications provided for the intervention, and an analysis of the AU's proposal for the resolution of the Libyan crisis. I analyse the various debates that took place in the US (Pentagon/White House), at the United Nations, among scholars in the West and in Africa, and among various actors who tried to broker a ceasefire in Libya before and during the intervention. I conclude with a discussion of the implications for regional peace.     

静电信息探测技术研究现状及进展

利用静电起电及放电过程中产生的静电场和辐射场信息来进行探测是航空静电危害防护、目标探测与定位等领域的关键技术。综述利用静电信息进行探测的各种理论、技术及其应用等方面的研究现状，对研究中存在的问题进行了探讨。     

论消防法中责令停产停业处罚的实施主体

消防法中责令停产停业处罚的决定主体应当包括人民政府和公安消防机构。其中 ,重大的责令停产停业处罚的决定主体应当是地方县级以上人民政府而不是公安消防机构。这是由重大的责令停产停业处罚的严厉性、对经济和社会生活影响的重大性、受处罚组织的特殊性以及处罚实施主体权限的法定性决定的 ,也与地方人民政府的行政管理职能相适应 ,并且符合我国的立法例。责令停产停业处罚的执行主体应当是公安消防机构。     

军事装备采购邀请招标的对象数量法律规范研究

招标采购因其管理规范性和采购过程的透明性，逐渐成为我国军事装备采购的主要方式之一。国家军事法规和规章规范了公开招标和邀请招标两种军事装备招标采购方式。本文对我国部分军事法规和军事规章中的军事装备邀请招标相关法律规范进行了梳理，并通过与我国招标投标法、招标投标法实施条例等法律法规的对照分析，发现目前我国相关军事法规和军事规章中关于军事装备邀请招标采购的对象数量的相关规定与我国招标投标法存在不一致之处，其规定本身也存在不尽完善之处。最后，根据我国立法体系，提出应按照招标投标法的规定，进一步完善我国军事法规和军事规章中邀请招标的相关法律规范，以更好地提升军事装备采购的质量，推进我国国防和军队现代化建设。     

Dynamic signatures and their use in comparing the reliability of new and used systems

The signature of a system with independent and identically distributed (i.i.d.) component lifetimes is a vector whose ith element is the probability that the ith component failure is fatal to the system. System signatures have been found to be quite useful tools in the study and comparison of engineered systems. In this article, the theory of system signatures is extended to versions of signatures applicable in dynamic reliability settings. It is shown that, when a working used system is inspected at time t and it is noted that precisely k failures have occurred, the vector s [0,1]^n‐k whose jth element is the probability that the (k + j)th component failure is fatal to the system, for j = 1,2,2026;,n ‐ k, is a distribution‐free measure of the design of the residual system. Next, known representation and preservation theorems for system signatures are generalized to dynamic versions. Two additional applications of dynamic signatures are studied in detail. The well‐known “new better than used” (NBU) property of aging systems is extended to a uniform (UNBU) version, which compares systems when new and when used, conditional on the known number of failures. Sufficient conditions are given for a system to have the UNBU property. The application of dynamic signatures to the engineering practice of “burn‐in” is also treated. Specifically, we consider the comparison of new systems with working used systems burned‐in to a given ordered component failure time. In a reliability economics framework, we illustrate how one might compare a new system to one successfully burned‐in to the kth component failure, and we identify circumstances in which burn‐in is inferior (or is superior) to the fielding of a new system. © 2009 Wiley Periodicals, Inc.
